Efficient utilization of energy expended in the construction, use and occupancy of buildings. Subdivision a of section Requirements for the design of building envelopes for adequate thermal resistance and low air leakage and for the design and selection of mechanical, electrical, service water heating and illumination systems and equipment which enables effective use of energy in new building construction are set forth in a publication entitled Energy Conservation Construction Code of New York State, publication date: August []published by the International Code Council, Inc.

International Code Council, Inc. Said publication is available for public inspection and copying at:. Paragraph 1 of subdivision b of section Such standards are incorporated by reference into this Part Such standards are available for public inspection and copying at the office of the New York State Department of State specified in subdivision a of this section. The Department of State has determined that it is apparent from the nature and purpose of the proposed rule making that it will not have a substantial adverse impact on jobs and employment opportunities. In addition, as a performance-based, rather than a prescriptive, code, the IECC provides for alternative methods of achieving code compliance, thereby allowing regulated parties to choose the most cost effective method.

Therefore, this amendment will not have a substantial adverse impact on jobs and employment opportunities within New York. In fact, the proposed amendment may result in an increase in employment opportunities for those involved in testing and inspecting buildings for compliance with the building air sealing requirements of the amended State Energy Code. The following is a summary of the Assessment of Public Comments. Paragraph numbers correspond to the Comment number in the full Assessment.

Responses to the comments are indicated in parenthetical sentence at the end of each paragraph. See the full Assessment for a more complete description. Part of IECC Requested change made, added requirement for installation of continuous R-5 insulated sheathing over a fully structural sheathed exterior wall.

Change threshold from cfm to cfm. There is no “global warming. Revision to Energy Code is not based on global warming; it is intended to ecccnyss energy consumption and reduce energy costs. The difference reflects the effects of thermal bridging. Section revised to reference Manual J directly.

Fenestration air leakage requirement IECC Sections added as requested. Question meaning of “a comparable occupancy classification. Consider not exempting interiors of historic buildings in which interiors are not registered by the Local, State or Federal Government.
